Xun Uzumaki expanded the Land of Whirlpools while secretly staging an attack to bring the Kamizuru clan out of Iwagakure, then welcomed them as the Kamitsuru clan. The country strengthened its defenses and institutions, and Xun’s efforts to build a peaceful society continued as new threats and everyday challenges emerged.

• Xun Uzumaki advanced schools, welfare, trade, farming, and civic programs while pursuing peace as a way to reduce the Tailed Beasts’ value.
• Xun learned the Kamizuru clan was being pressured to leave Iwagakure and devised a staged attack, disguising himself as Shin Uchiha and arranging the clan’s secret relocation.
• Xun fought Ōnoki while Zetsu recorded the staged battle, and Iwagakure believed masked attackers had slaughtered the Kamizuru clan and stolen a Six Paths Tool.
• Xun brought the Kamizuru clan to the Land of Whirlpools, where they joined under the Kamitsuru surname, and he exposed and arrested Danzo and Root along with other spies.
• Xun granted Haruya Naodai and his children citizenship and put the captured spies under Haruya’s command, while Konoha paid to retrieve Danzo.

Xun Uzumaki recruited the Chinoike Clan, expanded the Land of Whirlpools, and used the Infinity Gauntlet to stir conflict among the great villages. As war approached, Konoha sought an alliance with the Land of Whirlpools, and Hiruzen Sarutobi agreed to negotiate on Xun’s terms.

• Danzo visited the Uchiha Clan Head, took responsibility for arrests made in his name, and learned nothing about the Mangekyo wielder.
• Xun Uzumaki arranged for the Infinity Gauntlet and its Ninjutsu Cards and Chakra Batteries to be sold internationally, then recruited the Chinoike Clan into the Land of Whirlpools.
• Xun Uzumaki and Zetsu posed as mysterious attackers in the Land of Lightning, leading Raikage A to believe they could use Space-Time Ninjutsu.
• Xun Uzumaki and Kakuzu sold the Infinity Gauntlet to Hanzo of the Salamander and falsely claimed Shin Uchiha had betrayed their organization and come from Konoha.
• The great villages demanded that Konoha surrender the Mangekyo Uchiha and return their Six Paths Tools, while Xun Uzumaki resolved to keep the war from ending so he could sell more weapons.

Xun Uzumaki maneuvered the Land of Whirlpools through the widening war, staged a clash involving the Sky Ninja Village and Konoha, and brought the first refugees to safety. The Land of Whirlpools began settling its newcomers as Konoha grew suspicious of the Uchiha and the war continued to spread.

• Xun Uzumaki sent aid forces into the war, paid Sunagakure to delay its attack, and ordered the Land of Whirlpools to prepare for conflict and recruit refugees.
• Keita and Youjie found Konan and her sick mother in the Land of Rain, then arranged for them to travel to the Land of Whirlpools for care and work.
• Xun Uzumaki infiltrated the Sky Ninja Village, took its researchers and technology, and staged a confrontation between Shin Uchiha and Deva Path Pain that Konoha shinobi witnessed.
• Xun Uzumaki persuaded Hiruzen Sarutobi to buy airships from the Akatsuki Organization, while Danzo's disappearance and the attack on the Sky Ninja Village fueled suspicion of a hidden criminal force.

Xun Uzumaki withdrew the Land of Whirlpools from Konoha’s war and made it a refuge for survivors, while Madara settled there and began helping its people. As Konoha suffered defeats and political strain, the Uchiha prepared to leave, and Zetsu reported that Konoha seemed ready to surrender.

• Xun Uzumaki killed Shamon, and Sunagakure concealed the Kazekage’s disappearance while choosing a successor.
• Xun Uzumaki rescued Karin Shiraki, Ren Ueda, and Mikoto Uchiha, then organized a new group to help ordinary people and welcomed the surviving Senju into the Land of Whirlpools.
• Mist Ninja led by Juzo Biwa and Suikazan Fuguki invaded the Land of Whirlpools, but its defenders surrounded them and Xun later demanded ransom for the prisoners and their swords.
