Background / History
Hina belongs to the same Marine class as Smoker and is described as his childhood friend. At G-1 Branch, she personally receives Luo Ya because she expects Smoker to arrive with him. She is disappointed to discover that Luo Ya knows nothing about Smoker’s decision to leave Loguetown and follow him 111.
Vice Admiral Momonga temporarily assigns her to Luo Ya’s 11th Division, partly because he doubts whether Luo Ya’s existing crew can operate their high-specification warship. Hina welcomes the prospect of more opportunities to earn merit, but resents taking orders from an officer of equal rank whom she considers unreliable and less senior 117.

She raises the 11th Division’s funding shortage before further operations and warns Luo Ya about the consequences of unauthorized conflicts with Doflamingo and the Four Emperors. Luo Ya considers her steadier and more dependable at handling difficult assignments than Smoker; Momonga likewise regards her as one of his outstanding subordinates 119 132 148 169.
Her concern for regulations does not erase her own sense of justice. Although initially reluctant to assist non-affiliated countries, she attacks a slave ship bearing Doflamingo’s mark without hesitation. Witnessing those countries’ suffering makes her increasingly quiet, while CP0’s attempt to assassinate Luo Ya later shakes her faith in Marine and World Government justice 119 122 177.
She grows comfortable in the 11th Division and increasingly trusts Luo Ya. She agrees to conceal Ace’s Conqueror’s Haki so long as he poses no threat to the Marines, and later refuses to help Headquarters remove Yamato from their protection 149 202.
