"It is time for the Time-Space Administration to get moving," I said, rubbing the bite mark on my arm. "This division of labor will do: you gods look after your own worlds, and leave the rest to us. The Time-Space Administration's intelligence network covers quite a few worlds too. Its reach may not be as broad as yours—but we can at least monitor tens of thousands of naturally formed void worlds without gods stationed there. The Fallen Apostles can't possibly steal World Hearts without making a commotion. Our early-warning system will be useful."
Simply put, everyone would look after their own territory. The gods would guard their worlds, and the Empire had its own domains. As for all the other worlds in the void... there was nothing to be done about them.

"If the Fallen Ones truly have such grand ambitions, they will need no small amount of 'materials.' And according to the intelligence we have, their sphere of activity has been expanding into orderly worlds. If we protect most of those worlds, the enemy's actions will inevitably be greatly hindered."
