The Four Covenants of the Shadowlands were commanded by the Primus. Elite members of each Covenant were assigned varying numbers of Mawsworn to enter the material world, supporting Azeroth's resistance while marking the death faction's first appearance in the material realm.

But the Primus had not issued rigid orders.

A strategic master like Him would never micromanage the front lines. His orders went only to high-ranking commanders, while lower-ranking commanders retained a certain degree of freedom.

Thus, these Venthyr sin-punishers who had come to aid Silvermoon City had done so voluntarily.
