Psychic Elite Four, Itsuki.

According to the tournament rules, the top three could directly fill vacant Elite Four positions in the various Pokémon Leagues.

George naturally chose the Johto Region first. As the champion, he was the first to make his selection.
That put Itsuki in an awkward position. His original goal had also been an Elite Four position in the Johto Region,
