The Gotei 13 had actually once been an assassin organization. Only later, for certain reasons, had it successfully gone legit. Assassins had switched careers to become security guards, which was how the present-day Gotei 13 came to be.
The Gotei 13 each had their own duties. The First Division was also known as the "Head Division" and was essentially the leader of the Gotei 13. Soul Reapers who wished to enter it generally needed sufficient seniority, so a Shino Academy graduate rookie like him had no chance.
The Second Division was the Secret Mobile Corps, responsible for arrests, assassinations, overseeing the Worm Nest, and other duties. It was a special division within the Gotei 13, and one with considerable authority.
The Third Division was the support division, the Fourth Division was the medical division, and the Fifth Division was the rescue division. These three were collectively known as the rear support divisions and were great places to take it easy.
The Sixth Division was the noble-led division. It was said that Old Man Yamamoto had specially established it for nobles back in the day in order to secure sponsorship.
The Seventh Division was the inner court guard division, the Eighth Division was the intelligence division, the Ninth Division was the prison division, and the Tenth Division was the patrol Security Force.
The Eleventh Division was the dedicated combat division, the Twelfth Division was the Development 01 Bureau, and the Thirteenth Division was the Purification Squad.
Other than the First Division and the noble Sixth Division, Shino Academy students had a chance of joining any of the other divisions.
Just by looking around at the people lining up to register at the Recruitment Points, one could roughly tell how popular each division was.
Although the Eleventh Division, as a combat division, had the highest death rate every year, ever since a monster captain named Kenpachi Zaraki arrived, its members' death rate had been declining year by year.
The reason was simple. It was said that the new Captain Zaraki was not only absurdly powerful himself, but also liked to lead from the front every time. This not only boosted the morale of the Eleventh Division's fighting fanatics, but also greatly reduced their casualties.
