Background / History

Five years before the main events, Kotori was caught in the great fire of Amemiya City, where she became the Fire Spirit. Shiori sealed Kotori’s Spiritual Power during the disaster and subsequently lost her memories of it. Kotori also witnessed “Phantom” at the time of her transformation, though she has not seen it again since. 65 74

Kotori joined Ratatoskr shortly after the fire and rose rapidly through its ranks, eventually becoming the commander of the Fraxinus despite still being a middle-school student. Her position initially made her a committed advocate for Ratatoskr’s philosophy of peaceful coexistence with Spirits. 65 70 91

When Schicksal began negotiating with Ratatoskr, Kotori served as Ratatoskr’s representative. She initially followed headquarters’ instruction to stall Yulande rather than disclose the unproven method of sealing Spirits. However, she ultimately revealed that Shiori’s ability was the basis of the plan and that Kotori herself was its sole confirmed success case. 65 67

Yulande’s concern for Shiori forced Kotori to confront how Ratatoskr had monitored and researched her sister without considering Shiori’s wishes. Though Kotori continued defending Ratatoskr at first, her trust in the organization weakened as she began placing Shiori’s safety above her own authority and status. 66 72

Kotori later tried to handle Tohka’s sealing operation without Schicksal’s assistance, hoping to establish Fraxinus’s importance and keep Tohka closer to Ratatoskr. The decision backfired when DEM intervened, and Kotori recognized that her fear of Möbius had affected her judgment. 79

As Ratatoskr restricted her authority, revoked her role as Schicksal liaison, and placed an “Advisor” between Fraxinus and its resources, Kotori concluded that the organization might not protect her, Shiori, or the Spirits if their interests diverged.
