Background / History

Fury initially treated Noah Allen and Umbrella as escalating security concerns. S.H.I.E.L.D. monitored Umbrella's Tyrant project, purchased ten Tyrants at a premium, and elevated Noah from a surveillance target to a priority watchlist after the emergence of Wolfhounds and Tyrants 42 48.
