Compared to the Pan Pacific Defense Corps, an organization jointly established by various nations and somewhat similar to the United Nations, S.H.I.E.L.D. was clearly more covert and free from the constraints of individual countries. In truth, it was better suited than the Pan Pacific Defense Corps to bear the responsibility of protecting Earth.
At the very least, S.H.I.E.L.D. had existed for over a thousand years and had saved the world countless times, while their Pan Pacific Defense Corps had already been disbanded once and was now facing the prospect of being dissolved again.
Without the Pan Pacific Defense Corps, the various nations certainly would not continue spending vast sums to maintain their Jaegers. If another crisis came, they would lose their weapons of resistance.
