History
Legacy of the First Hokage
Wood Style holds exceptional symbolic importance in Konoha because it is associated with Hashirama Senju, the First Hokage. Natsume deliberately reveals his Wood Style in the village because he expects this legacy to draw the attention of Konoha’s leadership and the Senju Clan. 1
Hashirama’s former residence was also the childhood home of Tsunade and the secluded residence of Mito Uzumaki, Konoha’s first Nine-Tails Jinchūriki. 3
Hiruzen Sarutobi’s Return
Following Minato Namikaze’s death during the Nine-Tails Attack, Hiruzen Sarutobi returned to the Hokage position to manage Konoha’s crisis. 3 The village soon faced renewed pressure from Kumogakure, forcing Hiruzen to authorize military responses. 14
During this period, Danzō Shimura relocated the Uchiha Clan to the village’s outskirts under the pretext of security, worsening the clan’s resentment toward Konoha’s leadership. 10
Uchiha Rebellion and Destruction
The Uchiha Clan prepared a coup intended to seize the Hokage and Konoha’s senior leadership through the Konoha Military Police Force. Itachi Uchiha revealed the plan to Hiruzen, Tsunade, Danzō, and the advisors. 117
Hiruzen initially rejected Danzō’s demand for a preemptive attack, insisting that the Uchiha were a foundational Konoha clan that could not be abandoned. 117 The crisis nevertheless ended in the Uchiha Clan’s destruction, leaving Sasuke Uchiha as its heir and the Military Police Force largely hollow. 120 146
Tsunade’s Administration
Tsunade won the Fifth Hokage election after a tied vote with Danzō was decided by the Land of Fire’s Daimyo. 131 At her inauguration, she formally assumed leadership of Konoha. 133
Her administration took direct control of the Uchiha inheritance rather than allowing the remaining advisors to manage it, and the estate was ultimately handed to Sasuke. 134 146
After Danzō’s attempted coup, Tsunade publicly exposed the crimes of Danzō, Utatane Koharu, and Mitokado Homura. Koharu and Homura died during the conflict, while Danzō fled and was designated an S-rank rogue ninja. 149 150 152
Natsume’s Rise
Tsunade appointed Natsume as Hokage’s Assistant after the suppression of Danzō’s rebellion. 150 The jōnin assembly later approved the appointment, citing his contribution against Danzō, his strength, and his Senju affiliation. 155
By the Sunagakure alliance crisis, Natsume had become Hokage. He defeated Shukaku, captured Kazekage Rasa, and forced Sunagakure into an unequal alliance with Konoha. 181 184 200 He is identified as Konoha’s Sixth Hokage during the later conflict with the Akatsuki. 262 302

Administrative Reforms
- Root disbandment — Tsunade disbanded Root and reassigned its former members as ordinary ninja, ending Danzō’s independent organization. 155
- Military Police restoration — Public security responsibilities were assigned to the Konoha Military Police Force, allowing the Anbu to focus on intelligence and the Hokage. 155
- Hokage Secretary Corps — The secretary system became a major administrative body; its members handle much of Konoha’s day-to-day governance while the Hokage reviews results. 325
- Research Department — A dedicated department was established alongside efforts to develop a network and chakra-powered technology. 274
- Hokage Guards — The village maintains a Hokage Guard office separate from the secretarial administration. 273 325
Military and Security
Anbu
The Anbu operate as the Hokage’s intelligence and protection force. Following the police reforms, they were expected to focus more directly on intelligence work and the Hokage rather than routine public security. 155
Konoha Military Police Force
The Military Police Force was originally a powerful Uchiha institution responsible for Konoha’s internal security and defense. Its duties were later diminished, but Tsunade’s administration reassigned public-security responsibilities to it under Kosuke Maruboshi’s leadership. 146 155
Village Barrier
Konoha’s core area is protected by a barrier, with clan territories and central facilities located inside it. The Uchiha relocation to the barrier’s edge became a major source of political resentment. 17
External Relations
- Sunagakure — Became an unequal ally after Natsume’s victory over Rasa and Shukaku. Sunagakure surrendered Gaara, puppet techniques, and other secret techniques, while Temari and Kankuro remained in Konoha as hostages. 184 200
- Kirigakure / Mist Village — Konoha cooperates with the Mist Village on major events, including holding stages of the joint Chūnin Exams in the Land of Water. Natsume also dispatched Konoha forces to protect the Mist Village during the Akatsuki attack. 289 302
