It was not until she saw in the intelligence report that Austin's ability was hypnosis and that he possessed a device suspected of opening wormholes that Natasha understood why Fury had assigned the mission to her.

This mission was primarily about capturing someone. Without using lethal weapons, ordinary agents would be lucky not to get hypnotized when they approached Li Feng.

As for equipment like tranquilizer guns fired from a distance, even Fury was unsure what dosage would be enough to knock Li Feng out.
