Background / History

Rasa became the Fourth Kazekage after the Third Kazekage's disappearance. During the conflict with Konoha, he approved Ryu's proposal to deploy Shukaku against Uzumaki Gengetsu, judging the One-Tail necessary to confront Gengetsu's Tailed Beast-level destructive power 96.

He personally entered the battlefield after Gengetsu sealed Shukaku back into Bunpuku. Though grateful that Gengetsu had not killed the jinchūriki, Rasa insisted that a Kazekage must set aside personal feelings and place Sunagakure's interests first. He recovered Bunpuku and engaged Gengetsu and Tsunade in battle 99.

Rasa was defeated and returned injured, an outcome that shattered Sunagakure's already weakened morale and contributed to the retreat of thousands of Sand Ninja 101. He later participated in Sunagakure's response to the suspected infiltration of Pakura, choosing to seek Konoha's help only after Chiyo and Ebizo's assessment 274.

By the time of the Fourth Shinobi World War, Rasa was dead. He was reanimated alongside several former Kage and forced into battle at the Five Kage Summit, where Gaara, Temari, and Kankurō confronted him; Gaara ultimately sealed him 430 443 445.

Personality

Rasa is pragmatic, duty-bound, and strongly committed to Sunagakure. Even after acknowledging Gengetsu's goodwill, he chose combat because he believed recovering Shukaku and protecting village interests outweighed personal gratitude 99.

He could be ambitious and opportunistic: upon witnessing Gengetsu's Dragon Vein-powered form, he considered obtaining the method for Sunagakure, valuing it as highly as a perfect jinchūriki 98. He also showed restraint during the Pakura incident, accepting Chiyo's advice and assigning her care rather than making an immediate accusation 274.

Abilities & Skills

Magnet Release

Rasa uses Magnet Release to manipulate sand and Gold Dust in combat.

• Raised an enormous sand shield to protect nearby Sand Ninja from the storm generated by Gengetsu and Shukaku's clash 97.
• Sent sand beneath Bunpuku to retrieve the jinchūriki during the confrontation with Konoha 99.
• Formed Gold Dust Shuriken and multi-directional streams of Gold Dust to attack Gengetsu and Tsunade 100.
• His Gold Dust is less offensively overwhelming than the Third Kazekage's Iron Sand, but is capable of suppressing Shukaku 101.

Defensive Sand Manipulation

Rasa can rapidly deploy sand barriers and use dispersed sand for surprise attacks.

• His sand shield blocked a large-scale wind-and-water storm that endangered his forces 97.
• Used sand from both flanks to pressure Gengetsu and Tsunade after their initial strike split his incoming attack 99.
• Attempted to attack from beneath the battlefield, a tactic countered when Gengetsu flooded the area with water 100.

Relationships

• Uzumaki Gengetsu — Enemy during the Sunagakure–Konoha conflict. Rasa recognized Gengetsu's strength and thanked him for sparing Bunpuku, but fought him to secure Shukaku for Sunagakure 98 99.
• Tsunade — Opponent in Rasa's battle against Konoha; she and Gengetsu defeated him together 99 101.
• Chiyo — Senior adviser whose warning about Gengetsu's Tailed Beast-level power influenced Sunagakure's decision to use Shukaku; later assisted Rasa during the Pakura incident 96 274.
• Ebizo — Adviser who worked with Rasa and Chiyo during Sunagakure's investigation into Pakura's attack 274.
• Pakura — Sunagakure kunoichi whose unexplained assault prompted Rasa to consider outside interference and request Konoha's assistance 274.
• Gaara, Temari, and Kankurō — His children. The three fought him together after his reanimation, and Gaara sealed him 444 445.
