However, he did not panic. Instead, he watched Ryūshiki with great interest, waiting to see what he would do.

Sure enough, after everyone failed in their attempts to move, Ryūshiki laughed. "Don't waste your strength. Anyone weaker than me will be subjected to the same restrictions as I am!"

So he could not move either... Everyone initially relaxed, but they soon noticed a detail.
