The Imperial Merchants, mercenaries, and crew members were held separately in the Bottom Cabin of the Magic Airship.
This Imperial Merchant would sail directly to Pattington Island, pick up the Half-Elves stranded there, then detour around the southern waters of the Empress Ivini Islands to Kui Island.
Only a few experienced Half-Elf crew members would lead these several hundred Half-Elves along that route.
Before departure, Roy had also moved some supplies from the Magic Airship onto their vessel.

Roy then took the Magic Airship back to Castleton Harbour. By then, Castleton Harbour had completely calmed down. What disappointed Roy, however, was that the harbour had yet to send out even a single medium sailboat to pursue the Imperial Merchant.
If Roy's Magic Airship had not docked, they probably would not even have come to hold him accountable. Nor did they care where those several hundred Half-Elves had been taken by the Imperial Merchants.
