Background / History
As a child, Otto was deeply affected by Kallen Kaslana and her father Francis. Kallen’s request that he join her in saving the world became the foundation of his original ideals, while Francis’s death shattered Otto’s belief in an invincible protector. 371 425
Otto and Kallen later grew apart over Destiny’s corruption and the means of saving the world. Otto avoided confronting the political rot within Destiny, prioritizing staying beside Kallen over understanding her convictions. In his desperation to save her, he threatened his sister Lisa and released captive Honkai Beasts—actions that pushed Kallen toward death. 426
After Kallen’s death, Otto rose to unify Destiny, ending the conflict involving Lisa Schariac and Marcel Apocalypse. Though celebrated as a hero who inherited Kallen’s legacy, he considered himself a failure who had merely followed in her footsteps. 409 410
For over five centuries, Otto pursued a method to restore Kallen. His partnership with Void Archives gave him access to Previous Era knowledge, but also left him bound to the Divine Key for more than 500 years. 374 427
Appearance
Otto is usually depicted as a refined blond man with a composed, aristocratic bearing. His appearance is highly variable because his Honkai Steel bodies can imitate different ages, genders, and identities.
- Golden hair, often paired with white clothing or formal bishop attire. 9 191 346
- Wears purple bishop robes when acting openly as Destiny’s leader. 346
- Can assume child-like, female, or entirely different identities through Honkai Steel mimicry. 347
- His pseudo-god form manifests Imaginary wings, a halo, and later an angelic white-winged appearance. 446
Personality
Otto is calculating, eloquent, and exceptionally difficult to read. He habitually withholds information, provokes opponents into emotional reactions, and presents his plans only after they have become impossible to prevent. 28 417
His devotion to Kallen is the defining force behind his life. He is willing to discard morality, manipulate allies, cooperate with the Honkai consciousness, and even destroy the present world for a chance to alter her fate. 19 417 428
Despite his cruelty, Otto is not emotionless. He acknowledges himself as a “rational evil person,” regrets his failures, cares for Theresa and his students, and ultimately accepts death as the cost of achieving Kallen’s future. 427 449
Abilities & Skills
Void Archives Mimicry
Through the First Divine Key, Void Archives, Otto can reproduce the forms and functions of other Divine Keys.
- Creates Mimicry: Abyss Flower to dispel the Pseudo Herrscher of Death’s black mist. 19
- Uses Mimicry: Feather of the Wind to enter minds, manipulate memories, and impose illusions. 19 23
- Transforms Void Archives into Mimicry: Judgement of Shamash for direct combat. 19 23
- Wields Judah’s Oath against an Imaginary Honkai Beast during his final battle. 450
Consciousness Manipulation
Otto can invade and alter a target’s mind through Feather of the Wind.
- Controlled the Pseudo Herrscher of Death’s consciousness to retrieve information about Sirin’s Herrscher core. 19
- Altered Sirin’s memories, implanting the desire to resurrect her mother in order to force out the Herrscher of Death’s power. 23
- Used illusions to trap Catherine and assume her identity. 347
Honkai Steel Bodies
Otto preserves himself through replaceable Honkai Steel bodies capable of mimicry and transformation.
- Can transfer control to spare bodies after one is heavily damaged or destroyed. 219
- Can perfectly impersonate other people apart from subtle behavioral differences. 346
- Used a body carrying his 500-year-old memories as bait for the Herrscher of Domination; Otto regarded it as a separate person, while others disputed that claim. 408
Herrscher Authorities
Otto acquires and exploits multiple Herrscher-related powers during his final plan.
- Seizes the authority of Domination rather than becoming the Herrscher of Domination in the ordinary sense. 414
- Uses the authority of Binding to drain or nullify Kiana’s Honkai energy. 428 429
- Wields Imaginary authority after fusing with the Seed of Emptiness, becoming a pseudo-god within Imaginary Tree space. 446
- Regenerates endlessly while connected to the Imaginary Tree’s power, making ordinary defeat ineffective. 446
Strategy and Leadership
Otto combines long-term planning with political authority and scientific knowledge.
- Maintained Destiny as a unified force against the Collapse for centuries. 103 513
- Manipulated Kevin into supporting the Stigmata Project and transferred Destiny’s control to himself. 167
- Orchestrated the retrieval of the Herrscher of Domination’s core through a deliberately engineered trap. 408
- Planned his own defeat to force Kiana into delivering the strike required for his objective. 447 448

Story Role / Major Arcs
Second Herrscher Conflict
Otto confronts Sirin’s forces at the Tower of Babylon. He defeats the Pseudo Herrscher of Death, discovers that her core is false, and declares war on Sirin after deciding she stands in the way of Kallen’s revival. 19
He later manipulates Sirin’s memories to make her seek the Herrscher of Death’s power, using her grief over her mother as leverage. 23
Destiny’s Shadow Leader
While leading Destiny, Otto repeatedly engineers crises from behind the scenes. He revives Kiana and Honkai Beasts, launches a Honkai energy fission bomb toward Cuba, and remains indifferent to disasters that do not interfere with his own experiments. 61 100 173
Herrscher of Domination Trap
Otto manufactures a Honkai Steel host convinced that it is his failed self from 500 years earlier. The Herrscher of Domination takes the bait, allowing Otto to reclaim its core; the plan succeeds at the cost of the host’s life. 406 408
Final Plan and Sacrifice
Otto resigns as Destiny’s Archbishop, appoints Theresa as his successor, and reveals that he intends to use the Imaginary Tree to create a new branch of time in which Kallen survives. 409 417
After taking the authorities of Domination and Binding and becoming a pseudo-god, he battles Kiana and Durandal. His apparent invincibility is a deliberate setup: he needs Kiana to kill him and split history into two worlds. 429 446 447
Otto reaches the Imaginary Tree, defeats the Honkai Beast representing Kallen’s death, and creates a new future for her. He then sacrifices himself to save Kallen and the city, leaving her with a final command to live on. 450 451
Notable Quotes
“No one can stop my reunion with Kallen... Not even gods!” 19
“Come and stop me, Durandal, Kiana, and... Theresa.” 429
“Kallen, live on.” 451
Trivia
- Otto’s body transformations include disguises as Bella, Catherine, Susannah, and a child-like form. 347
- He is capable of fighting personally rather than solely operating from behind the scenes; Durandal states that she may not be able to defeat a serious Otto one-on-one. 395
- In the present-day framing narrative, Otto becomes intensely invested in the anime version of his own story and openly roots for Kallen’s survival. 399 416
