Centered around Hogwarts and the original commercial street of Hogsmeade Village, Tierra, along with Fred and George Weasley of the Weasley family, led House-elves and other wizards in constructing wizarding residences one after another.
Unlike Hogsmeade Village's former wooden buildings, Tierra had sincerely hired the parents of Muggle-born students who had experience with cement and related construction work to train the House-elves and relevant wizards.
With Tierra's abilities, he could have built an entire city of high-rises in an instant with a mere wave of his hand.
But Tierra had no intention of doing that.
What he wanted to build was a wizarding empire, not an empire belonging to him alone.
Tierra would use his own abilities to lay the foundation for this empire he had planned and complete the accumulation of its initial capital.
At the same time, however, Tierra wanted to separate this empire from himself as much as possible.
He hoped this empire could continue to develop and grow through the wizards' own strength, rather than relying on his alone.
Just like what he was doing now.
He introduced cement, an excellent building material from the Muggle World, as well as construction principles and techniques from the Muggle World. He had Muggle World workers teach these wizards and House-elves how to lay foundations, level ground, excavate, backfill, and pour concrete; how to install steel frameworks, pour concrete, build brick and stone walls, and lay pipes and electrical wiring.
Tierra hoped to build a modern magical city.
In this city, wizards would no longer have to live in backward conditions. Instead, they could enjoy the convenience and comfort of a modern city.
