History
Konoha was founded when the Senju and Uchiha clans ended their Warring States-era conflict and joined other ninja clans under a single village. Its stated purpose was to prevent children from being sent to war and to secure lasting peace. Hashirama Senju favored the village-based system, while Madara Uchiha advocated unifying the entire shinobi world under one authority. 57 59
The village's early identity remained closely tied to its two founding clans. Uchiha Gen teaches that the Uchiha named both “Konoha” and the title “Hokage,” while Hashirama became the First Hokage after Madara declined the position amid political opposition. 57

Hokage and Council
Konoha is governed by the Hokage, with the Hokage Building serving as the central location for emergency mobilizations, military briefings, and high-level political meetings. During the initial Cloud-Sand assault, roughly one thousand ninja assembled there because much of Konoha's military strength was deployed on distant fronts. 2
The village's senior leadership included Hiruzen Sarutobi, Shimura Danzo, Mitokado Homura, and Utatane Koharu. Their relationship with Uchiha Gen became increasingly confrontational as his influence over the Uchiha Clan and Military Police Force expanded. 241 267
Military Police Force
