Background / History

Amegakure was regarded as the strongest among the smaller shinobi villages. Under Hanzō, it was a regional power difficult for major nations to provoke; its strength and Hanzō's presence made the Land of Rain an inconvenient route for Iwagakure's military movements. It was also counted among Konoha's allied nations. 121 184 185

Following the death of the Fourth Hokage, Amegakure remained inactive because Hanzō was occupied with internal problems and the village lacked the strength to intervene against Konoha. 121

During the conflict involving Iwagakure, Kusagakure, Konoha, and Sunagakure, Hanzō was still alive. A plan was proposed to inform him of Kusagakure forces entering the Land of Rain and offer benefits in exchange for Amegakure's assistance against Sunagakure. 185

Hanzō's eventual death triggered a leadership transition and internal strife. The former four-vertical-line forehead protectors became associated with shinobi still loyal to Hanzō, while the horizontal-slash rogue-nin symbol became widespread in Amegakure. 185

Nagato later controlled Amegakure from behind the scenes, while Akatsuki established strongholds using property inherited from Hanzō, including an ancient mansion on the village outskirts and facilities in its tallest tower. 375 379 402
