"Having Order Users handle this kind of thing would yield nothing but waste their time. It would be better to train the younger generation to do it. This is exactly the kind of thing that serves as training for young people."
Kitahara Kaede's words convinced Kakashi. There was still some conflict between pursuing efficiency and cultivating talent.
The efficient approach would naturally be to have Order Users act directly, but that would eliminate an opportunity to temper the younger generation.
"If I were the leader of Amegakure, I would cooperate with the Land of Wind. Let both sides begin working from the border," Tsunade said, voicing her thoughts.
There was nothing wrong with that idea, but it came with a prerequisite: the strength of both sides had to be roughly equal.
If that condition could not be met, then it might turn into the Land of Wind exploiting Amegakure...
