History

Founding and institutions

Konoha was founded by Hashirama Senju and Uchiha Madara after Hashirama’s strength brought the Uchiha, including Madara, into submission. Madara later left the village and attacked it with the Nine-Tails, shaping the village’s lasting suspicion of Uchiha rebellion. 325 458

Its governing institutions expanded over successive Hokage administrations:

• The Second Hokage established the Anbu, Konoha Military Police Force, Ninja Academy, and Konoha Hospital. 412
• The Third Hokage’s era added the Jonin Class, a loose organization of Konoha’s elite ninja that became central to Hokage succession. 412
• By the Third Shinobi World War, Konoha’s political landscape included the Hokage faction, ninja clans, and civilian ninja, with distinct boundaries remaining between the Hokage faction and clan interests. 261

Third Shinobi World War

Konoha fought on three fronts against Iwagakure, Kumogakure, and Sunagakure, while also enduring attacks on towns near the village by forces such as Sunagakure’s Puppet Force and Iwagakure’s Demolition Force. 151

Despite the strain, Konoha remained prosperous during the war; visiting Kirigakure ninja noted that its commerce and surrounding towns appeared more active than Kirigakure itself. 326

The village recalled forces from the Land of Hot Water, Land of Grass, Land of Rain, and other front lines as the war concluded. 333 The wider conflict ended when Kumogakure and Iwagakure agreed to a ceasefire. 326

Fourth Hokage succession

Hokage selection required a nomination, Daimyō approval, and a Jonin confidence vote. 335 Nara Kaikei won the Jonin vote overwhelmingly and was inaugurated as Konoha’s Fourth Hokage. 415

Hiruzen Sarutobi formally transferred Konoha’s highest-level information and the Scroll of Seals to Kaikei, tasking him with memorizing the secret chamber’s contents. 416

Geography and Settlements

• Mountain perimeter — Konoha is enclosed by eight great mountains that historically served as natural barriers against bandits, refugees, and hostile ninja. 2 338

Government and Society

Hokage administration

Before Kaikei’s reforms, Konoha’s mission system was highly centralized: even ordinary missions passed through the Hokage’s authority to be accepted and assigned. 420

As Fourth Hokage, Kaikei delegated much of the village’s daily administration to Nara Shikaku, his executive deputy Hokage, while retaining control over major political, military, and diplomatic decisions. 421

Jonin Class

The Jonin Class is composed largely of clan ninja and represents Konoha’s elite force. Its confidence vote is a decisive stage in choosing a Hokage. 412

Konoha Military Police Force

The Konoha Military Police Force was historically placed under exclusive Uchiha Clan control. Kaikei regarded this concentration of authority as a serious structural problem and considered reforming it after becoming Hokage. 472

Ninja Academy

Kaikei introduced mandatory Ninja Academy attendance from ages six through twelve, requiring six years of education. 572
