Port Pament, located on Parmant, had once been the largest industrial shipbuilding center of the Confederacy of Independent Systems. The famed Conqueror-class battleship had been designed and built there.
Parmant had originally not been a particularly habitable planet. However, it possessed extensive underground spaces and abundant subterranean water reserves, allowing the aquatic Quarren to live beneath its surface.
Parmant and the nearby planet of Minntooine had each established Quarren colonies thousands of years ago.
During the Clone Wars, when the Quarren and Mon Calamari clashed over whether to join the Separatists, some radical Quarren Separatists left Dak. They founded the Quarren Isolation League and formed the Freedom Dark Volunteer Engineering Corps, establishing their own factories on Parmant and Minntooine respectively.
Count Dooku provided substantial funding for the industrialization of both planets, while the Technological Alliance supplied technical support. Under the secret manipulation of Foreman Watto-Tamber, they stole vast amounts of warship construction data from Kuat Drive Yards, which had not yet broken away from the Technological Alliance.
By analyzing this data, coupled with the Quarren's own exceptional engineering talent, the Freedom Dark Volunteer Engineering Corps rapidly grew stronger. Minntooine built Defiant-class light destroyers for Count Dooku, while the more industrially developed Parmant built Deceiver-class destroyer/carriers and Conqueror-class battleships.
Later, the Clone Wars ended, and the Confederacy of Independent Systems fell. However, the Galactic Empire itself was still unstable at the time, so Darth Vader did not press deeper. After capturing Saleucami Planet, he directly accepted the surrender of other worlds within the Confederacy of Independent Systems. As a result, Port Pament, located far behind the lines, escaped the destruction of war, and its shipyards, along with those on Minntooine, remained intact.
Over the following years, the Galactic Empire forced the Quarren to relinquish Port Pament and the Minntooine shipyards, ordering
