But the Imperium's true problems lay in its extremely inefficient distribution and the increasingly specialized industries of its worlds.

This was an inevitable result. The galaxy was vast, Warp travel was inefficient, Astropathic Communication was slow, and the transfer of supplies was inefficient. Things could often only operate according to rigid, fixed patterns, and even the slightest unforeseen circumstance could severely affect the whole.

In interstellar trade, a common situation was that it cost a hive world more to grow its own crops than to transport them in bulk from an agri-world, while it also cost an agri-world far more to build factories and manufacture farming tools than to import them from a nearby hive world.

Thus, hive worlds increasingly abandoned agricultural production and specialized in producing various categories of industrial goods, while agri-worlds increasingly abandoned industrial production and focused on cultivating only a few particular crops.
