The old setting that Divine Keys are but a Herrscher's strike is best taken with a grain of salt; taking it seriously means you've already lost.
Verv was humble and low-key, did she really think the pinnacle of human intellect from the Previous Civilization only created weapons capable of a Herrscher's strike? Furthermore, they had enhanced forms.

After a moment of silence, Otto narrowed his eyes and looked at the old man at the door: "I suppose you were due to visit me as well, Dr. Maki."
Chapter 51: Gem of Serenity
