| Kage-class Three-Tails Jinchuriki | 220 | Entered the Land of Whirlpools battlefield as Kirigakure's top combat power, deploying the Three-Tails against Konoha's elite reinforcements. His tailed-beast chakra gave him the reserves to resist attrition in battle. 220 364 |
Background
Before becoming a Jinchuriki, Yagura was remembered by Kirigakure's advisors as wise and cheerful. After receiving the Three-Tails, his demeanor changed drastically: the approachable leader disappeared, replaced by a cold, tyrannical, and increasingly unstable Fourth Mizukage. 308
During the conflict in the Land of Whirlpools, Yagura directed the Three-Tails' attack specifically at the elite ninja Minato Namikaze had brought to reinforce Konoha. The strike inflicted a decisive defeat on Konoha's forces. Iwagakure's leadership assessed that Yagura had exploited the Uchiha Clan's resentment toward Konoha's higher-ups rather than formally cooperating with the clan. 220
Yagura was secretly controlled by Obito Uchiha's Sharingan genjutsu. When Obito was severely injured and nearly lost control, Yagura briefly erupted and used tailed-beast chakra, exposing the instability beneath his rule. Obito subsequently relied on Yagura's superior force to impose the Bloody Mist Rule and violently suppress Kirigakure's opposing factions. 337
His policies targeting Bloodline Ninja Clans provoked widespread resistance. The Kaguya Clan spearheaded a rebellion that reached the Mizukage Building before Yagura crushed it, but the victory devastated his trusted followers and weakened his control over the village. 352
By the time Yichen entered Kirigakure, Yagura retained the Mizukage title but had few loyal subordinates. The Bloodline Ninja Clans and Genji's faction openly opposed him, while many ninja coerced into serving him were prepared to abandon him during a decisive conflict. 359 362 364
Appearance
Yagura was described as having an appearance resembling that of an infant. During Partial Tailed Beast Transformation, his body became blood-red beneath the Three-Tails' chakra cloak. 308 370
- Infant-like physical appearance. 308
- Blood-red tailed-beast chakra manifestation in partial transformation. 370
- Could manifest at least one powerful tail while restrained. 370
Personality
Before his transformation into a Jinchuriki, Yagura was regarded as wise and cheerful. He also demonstrated sharp political judgment during the Land of Whirlpools campaign, identifying and exploiting the widening rift between Konoha's leadership and the Uchiha Clan. 220 308
Under Obito's control, Yagura became cold, tyrannical, and erratic. He governed through coercion and force, suppressing Bloodline Ninja Clans and alienating both the advisors and ordinary factions of Kirigakure. 308 337 359
Abilities & Skills
Three-Tails Jinchuriki
Yagura was the Three-Tails' Jinchuriki and a genuine Kage-class fighter. The beast's chakra granted him immense reserves and transformed him into Kirigakure's strongest individual combatant. 220 364
- Directed the Three-Tails against Konoha's elite forces in the Land of Whirlpools. 220
- Could enter Partial Tailed Beast Transformation, gaining a red chakra cloak and tail manifestations. 370
- Possessed chakra reserves too great to be realistically defeated through prolonged attrition. 364
- Did not fully transform during his final battle against Kirigakure's rebels, even as his resistance weakened. 370
Tailed Beast Bomb
Yagura ultimately self-destructed with a Tailed Beast Bomb during the battle for the Mizukage position. The blast killed numerous elite ninja from the Bloodline Clans and destroyed the former Mizukage Building. 371
Political Strategy
Before falling fully under Obito's influence, Yagura showed the ability to capitalize on enemy divisions.
- Timed the Three-Tails' assault to strike Minato Namikaze's elite reinforcements rather than the Uchiha Clan. 220
- Exploited the Uchiha Clan's dissatisfaction with Konoha's leadership, contributing to Konoha's defeat without a confirmed formal alliance. 220
Relationships
- Obito Uchiha — Secret controller; Obito used Sharingan genjutsu to control Yagura and later compelled his self-destruction. 308 337 372
- Three-Tails — His tailed beast; its chakra elevated Yagura to Kage-class power and enabled his transformations and Tailed Beast Bomb. 220 364 371
- Yuki Koru — Political enemy and leader within the Bloodline Ninja Clan alliance that moved to overthrow Yagura. 364 370
- Kisame Hoshigaki — Opposed Yagura during the final assault on the Mizukage Building, using an enhanced Water Release Wall to shield civilians from his transformed attack. 370
- Genji — Leader of a rival Kirigakure faction whose influence expanded as Yagura lost the loyalty of the village's smaller clans and civilian ninja. 362 364
Downfall and Reanimation
Yagura's loss of support culminated in a direct assault on the Mizukage Building by Yuki Koru's Bloodline Ninja Clan alliance. In Partial Tailed Beast Transformation, he was bound by chakra-infused water while elite ninja bombarded him with high-ranking ninjutsu. 370
He ended the conflict by self-destructing with a Tailed Beast Bomb. His death created the power vacuum that allowed Kisame Hoshigaki to become the Fifth Mizukage and led Kirigakure into an alliance with Iwagakure. 371
During the final conflict, Yagura was summoned as a Reanimated Body and fought with the Allied Forces. Yichen captured him and extracted the Three-Tails' chakra; Yagura's reanimated body then dispersed, and his soul departed before it could be sealed. 625 627
