Background

Before becoming a Jinchuriki, Yagura was remembered by Kirigakure's advisors as wise and cheerful. After receiving the Three-Tails, his demeanor changed drastically: the approachable leader disappeared, replaced by a cold, tyrannical, and increasingly unstable Fourth Mizukage. 308

During the conflict in the Land of Whirlpools, Yagura directed the Three-Tails' attack specifically at the elite ninja Minato Namikaze had brought to reinforce Konoha. The strike inflicted a decisive defeat on Konoha's forces. Iwagakure's leadership assessed that Yagura had exploited the Uchiha Clan's resentment toward Konoha's higher-ups rather than formally cooperating with the clan. 220

Yagura was secretly controlled by Obito Uchiha's Sharingan genjutsu. When Obito was severely injured and nearly lost control, Yagura briefly erupted and used tailed-beast chakra, exposing the instability beneath his rule.
