After the Witch-Demon Tribulation, the former Demon Court lay in ruins, but the Heavenly Court's control of the stars and its supreme Destiny made its vacant rulership a matter of immediate contention. The Saints agreed that it required a new master. 120

Dao Ancestor Hongjun appointed Haotian as Lord of the Heavenly Court and entrusted Yaochi with the Peach Tree of Immortality and the Plain Cloud Boundary Banner. He also ordered the Saints to assist in reorganizing the Primordial Era's spiritual veins. 121

Haotian's early court lacked powerful adherents; most recruits were resource-poor rogue cultivators assigned to ceremonial or gate-guarding duties.
