After the matter of the Tailed Beasts was pinned on Kaguya by Hyuga Kagami, the discussion naturally could not continue. Though the Kage all looked extremely displeased, there was nothing they could do. They did not even have grounds to complain.
After a moment of silence, the Third Tsuchikage suddenly spoke. "Let us set aside the matter of the Tailed Beasts for now. Shouldn't we discuss the punishment of war criminals?"
Kakashi's gaze sharpened, and his heart grew tense.
Now that Madara Uchiha was dead and even his body had been brought back to the village, the only ones who could be considered war criminals were Obito Uchiha and the Akatsuki members under his command.
Ordinary Akatsuki members were clearly incomparable to Obito, who had once become the Ten-Tails' Jinchuriki.
Sure enough, the Fourth Raikage immediately said, "At present, only Madara Uchiha's death has been confirmed. Obito Uchiha, who actively started the Shinobi World War, remains unaccounted for."

Hyuga Kagami nodded.
The Fourth Raikage's expression darkened. "Even if Obito Uchiha is difficult to find, we cannot simply leave him be, can we?"
"Correct," said Hyuga Kagami. "Therefore, I propose forming a temporary squad specifically tasked with tracking down and capturing Akatsuki members hiding throughout the Ninja World."
"I agree!"
"So do I!"
"No objections."
