History
Originally, the Land of Waves was a poor island country without a Daimyo and within the Land of Fire's sphere of influence. Its inhabitants largely lived self-sufficiently, with fisheries and grain trade as its principal commerce. 165 172
Umino Sasuke and Gato developed plans to use the country's ocean-going fleet to establish a maritime trading company, sell seafood inland, import grain, and turn the country into a port city linking inland and overseas markets.
