Storm Clouds Gather

"Pirate! Stop right there!!!"

With half his body transformed into white smoke and flying through the air, Smoker charged straight toward Luffy, who was sprinting not far away. His furious voice nearly carried across half of Loguetown.

Luffy glanced back at Smoker and realized that this man was the Logia Devil Fruit User Kong had once mentioned—a troublesome existence against whom it was almost impossible to inflict substantial damage without a Seastone weapon, Armament Haki, or an elementally compatible substance.

"Only an idiot would stop!"

Luffy shouted, then laughed as he accelerated again.

"Damn you!"

Seeing this, Smoker grew even more furious at Luffy's carefree laughter, which sounded as though he were enjoying an adventure. Going all out, Smoker caught up to just behind Luffy in almost the blink of an eye.

"You loudmouthed pirate, do you think you can escape Loguetown?"

With Smoker at the center, a vast amount of white smoke suddenly erupted from his body and spread in all directions, swallowing Luffy in an instant.

"White Blow!"

Deep within the white smoke, Luffy suddenly felt it binding him, as though he had fallen into a swamp filled with countless invisible tentacles. The smoke kept pouring into his mouth and nose as well, making him cough incessantly and leaving him completely unable to muster any strength.

On a rooftop not far away, Dragon could not help slightly furrowing his brows when he saw this. An invisible Flowing Wind shot into the sky, almost instantly drawing vast swaths of dark clouds together. Large drops of rain began falling over Loguetown.

The falling rain made Smoker pause just as he was about to completely trap Luffy.
