Background / History

The World Government ruled the seas for more than eight centuries. Though publicly presented as an international organization of more than two hundred World Member Nations, it was centered on the Celestial Dragons and controlled autocratically by the Gorosei. Imu remained the hidden ruler behind the visible hierarchy. 146 382

Its legitimacy rested on the image of an empty throne, the divinity of the Celestial Dragons, and the support of its member nations. These nations paid Heavenly Gold, received relative stability and Marine protection, and became a privileged class with a vested interest in preserving the Government's system. 294 583

The truth behind its founding emerged during the final conflict: nineteen ancient beings known as the Creators, the founders of the World Government and ancestors of the Celestial Dragons, had survived since its establishment. The Gorosei and Flod were among them. 819 822

Heavenly Gold and the Member-Nation System

The World Government extracted wealth from member nations through Heavenly Gold. Economically fragile countries such as the Sorbeth Kingdom were forced to raise domestic taxes and drain their resources to meet tribute requirements. Leaving the system or rebelling risked military retaliation. 294

The system created a class of World Member Nations that benefited from Marine protection, stable trade, and reduced pirate attacks. This class became the Government's principal political foundation, even while commoners bore the cost of Heavenly Gold. 582 583

Military and Intelligence Control

Seven Warlords System

Following the Void Organization's attack on Mary Geoise and the Marines' declining influence in the New World, the Gorosei approved the Shichibukai system. The policy recruited powerful pirates to fight other pirates and preserve the Government's broader control of the seas. 186

The Government was willing to make concessions to secure useful allies and intelligence. It recruited figures tied to the Void Organization, including Corazon, Fisher Tiger, and Gecko Moria, despite the political risks of doing so. 639

Void Organization Investigation

After Saint Mjosgard's death and the Mary Geoise slave escape, the Government placed the Void Organization at the top of its blacklist, issued bounties, and reconstructed the incident through extensive intelligence analysis. 160 182

Its fear of the Lord of the Void's apparent power led it to negotiate indirectly with Corazon, pay two billion Belly per piece of intelligence, and double promised resources in an effort to placate the organization. 210 250

Wano Country and Seastone

Wano Country was strategically valuable as the source of Seastone. The Government had conducted covert trade with Kaido for Seastone and weapons, but resented its dependence on the Beast Pirates. 477

During the conflict over Wano, the Gorosei remained publicly neutral while supporting the Marines with intelligence. Their objective was to eliminate the Beast Pirates, secure Wano's Seastone supply, and obtain its concealed technologies and secrets. 477

When Wano later became the Republic of Wano, the Government tolerated its instability as long as Seastone trade continued. It prioritized suppressing Dragon and the Revolutionary Army over intervening in Wano's internal reforms. 692

Major Arcs

Flevance Incident

The Government's officials imposed a lethal blockade on Flevance, ordering Marines to shoot citizens who attempted to escape. Flevance had previously been destroyed and re-established with World Government support, and its eventual destruction was politically contained. 60 63 76

Mary Geoise Slave Escape

Fisher Tiger and Corazon led tens of thousands of slaves out of Mary Geoise during the chaos following Saint Mjosgard's assassination. The Gorosei deployed additional forces, including Marine Headquarters personnel, to encircle the escapees and protect the Celestial Dragons. 166 180

Alabasta World Conference

At the World Conference, the Government attempted to strip Alabasta of its member-nation status, formally citing unpaid Heavenly Gold, civil unrest, and piracy while privately seeking control over Pluton. Corazon's intervention and the resulting opposition forced the agenda item to be vetoed. 413 414

Summit War and Global Rebellion

The Gorosei ordered Ace's public execution to deter pirates from pursuing Laugh Tale and used a worldwide broadcast to demonstrate authority. 757

While Marineford drew the Government's attention, the Revolutionary Army launched coordinated attacks across World Member Nations. Yaen's declaration that he would take the World Government's throne directly threatened the legitimacy of its member-nation monarchies. 808 810

Awakening of the Creators

As the Government's authority collapsed, the Gorosei gathered the Celestial Dragons around the so-called National Treasure. The Celestial Dragons were massacred, their blood and souls used to restore nineteen Creators, including the Gorosei and Flod. 818 819

The Creators attacked Marineford, deployed endless Pacifistas, and sought to cleanse the seas of human ideals. Their strength initially overwhelmed Whitebeard, Kaido, Charlotte Linlin, and the Void Circle. 821 822

Defeat and Replacement

Flod was the first Creator killed. The human forces then used their numerical advantage to eliminate the remaining Creators despite severe casualties. 830

Following the battle, the New Government was officially established, the Shichibukai system was abolished, and former kings and nobles of World Member Nations faced public trial. 831
