Background / History
Founding
While traveling under the name Asura, Menma encountered both widespread oppression and shinobi who wanted to change the existing order. He and like-minded companions founded the Land of Stars after he took control of Hoshigakure and overthrew the Land of Bears' government, killing its daimyo and nobles 264 499.
The Land of Birds subsequently sent an envoy to recognize the new ruler and propose trade relations. The mission was instigated by the Land of Earth's daimyo, making Menma suspicious of the larger powers behind it. He formally declared that the country would henceforth be called the Land of Stars 108.
Early Expansion
After Miroku requested assistance against Mōryō, Menma dispatched Hikari, Kimimaro, Haku, and forces led by Fuka. Menma and Miroku sealed the demon, and Miroku agreed to bring the Land of Demons into the Land of Stars 150 152 153.
Following the killing of the Land of Demons' daimyo and nobles by rebels, the territory was rapidly incorporated into the new system. Its nearly two million inhabitants raised the Land of Stars' population from over 1.2 million to over 3.2 million. Miroku's religious prestige also extended the nation's influence among western small countries 154.
Later campaigns annexed three neighboring countries. Military occupation was immediately followed by administrators, relief supplies, and public trials of former rulers. The process gained popular support, but the text also identifies obedience motivated by fear 218.
War with Wind and Earth
The Land of Wind declared war after the loss of its One-Tail jinchūriki and the deaths of Ebizō and other elite ninja. Rasa sought assistance from Konoha and Iwagakure; the Land of Earth entered the conflict independently rather than through a formal alliance 289 292.
The Land of Stars chose an offensive strategy intended to keep the fighting outside its heartland. Its First Legion occupied eight oases and four cities in the southern Death Sand Sea, establishing a forward defensive line 293.
The campaign ended with Sunagakure defeated and Ōnoki captured. The Land of Wind was annexed, while the Land of Earth surrendered territory and accepted subordinate status 300 301 339.
Konoha Operations
The Land of Stars sent teams to Konoha's joint Chūnin Exams. During the Konoha Crush Plan, its participants tied down defenders while Shisui's squad recovered Uchiha records and secret-technique scrolls held by Konoha. Menma later ordered a coordinated withdrawal 360 457.
After Menma's identity was exposed, Naruto and Sasuke left Konoha for the Land of Stars. Their companions encountered its refugee relief system, transportation network, and civilian settlements before reaching Star City 476 478 490 497.
Fourth Shinobi World War
Before the war, the leadership prepared supply networks, military factories, and an elite operation led by Hikari. Star forces also intervened at Mount Myōboku, where Shisui, Hizashi, Kisame, and Kakuzu presented an investigation warrant to seal off the region 533 549.
The Shinobi Allied Forces planned separate advances toward Star City, assuming the Land of Stars could field no more than twenty thousand shinobi. Minato responded to the invasion with a national broadcast declaring total war mobilization 560 571.
At Toriga Castle, the Star Ninja Army confronted traditional shinobi forces with semi-automatic rifles, heavy machine guns, and company-based battlefield organization 573.
