"Then go notify everyone. And remember, you have to personally invite Ronglin over. I suspect that kid simply doesn't want to come at all, understand, Shizune?"

They could have simply had someone from the Anbu notify them—come if you wanted, don't if you didn't!!
"Fourth Hokage, Lord Hokage requests your presence at the Hokage's Office Building to discuss an important matter."
Upon entering the small courtyard, Shizune acted exceedingly cautiously, looking like a guilty thief despite having done nothing wrong.

Ronglin looked at the uncomfortable Shizune and spoke.
