Ay shouted as he rapidly issued a series of orders.

Ay's secretary swiftly left the conference room and quickly relayed his orders.
"Let's go take a look as well."
Tsunade's expression was grim as she led her people out of the conference room. The others followed, and the group arrived atop the Raikage's Office Building, raising their heads to look at the sky.
"It's someone from Akatsuki."
The attack was coming from the sky. When everyone looked up, they saw Deidara standing atop a Clay Bird. Akatsuki's distinctive cloak was unmistakable at a glance.
From the sky, Deidara scattered another large handful of Clay Grasshoppers. Vast numbers of them fell to the ground and rapidly leaped toward the people nearby. The moment they touched a person or a building, the Clay Grasshoppers exploded.
Akatsuki's attack on Kumogakure was not meant to kill people, but to create the greatest possible panic and chaos.
Deidara's mission was to cause panic, not to kill. Seeing his teacher, Ōnoki, flying toward him, Deidara's lips curled slightly.
