"Tell Obito to take Killer Bee away at all costs. Inform Orochimaru that the plan can begin. The Nine-Tails' substitute can be revived."
Neither Uchiha Madara nor Black Zetsu would deliberately provoke Ronglin. They were not Nagato.
Since the Nine-Tails could not be touched, they needed a substitute. The Gold and Silver Brothers, who had once been so arrogant in Kumogakure, were the best replacements. Although this would weaken the Ten-Tails somewhat, Uchiha Madara and Black Zetsu could no longer worry about that.
Uchiha Madara wanted to complete the Infinite Tsukuyomi Plan as soon as possible, while Black Zetsu was even more anxious to revive his mother, Kaguya Otsutsuki. The Ten-Tails would indeed be weakened without the Nine-Tails' immense Chakra, but that was only a minor issue. A substitute for the Nine-Tails could be produced at any time. All that remained was Killer Bee, the Eight-Tails' Jinchuriki.
Thus, the moment Killer Bee appeared, he immediately drew the attention of Uchiha Madara and Black Zetsu.
