The enormous conference room quickly filled to capacity. Ronglin sat at the head of the table, looking over the piles of documents—documents Tsunade had been unable to deal with.
Everyone else sat in their chairs, drinking tea as they waited for Ronglin to finish reviewing the files.
After quickly going through all the documents, Ronglin stopped. What he needed was an understanding of Konoha's current overall situation, not to sit in the conference room and slowly work through paperwork.
"Third Hokage."
After reading the documents, Ronglin took a few minutes to summarize them, then looked at the Third Hokage.
It was starting. Everyone straightened up and turned their attention to Ronglin.
"Although the changes to Konoha's Ninja Academy have been good, they are still far from enough."
The first issue Ronglin addressed was ninja education.
Only when education kept pace would a steady stream of ninjas enter Konoha and become its vital strength. There had been no way to do so before, but now they had both power and money—why not develop it vigorously?
"I wonder what aspect the Fourth Hokage is referring to?"
Since taking over the Ninja Academy, the Third Hokage had done very well. He had corrected some of its previous shortcomings, expanded Konoha's Ninja Academy, and steadily lowered the admission requirements so that more children could enroll.
"Although it has expanded considerably, with substantial funding invested and the teaching staff handled quite well, it is still not enough."
Ronglin picked up the report written by the Third Hokage and pointed out, "Third Hokage, Konoha's population is limited. Not everyone can become a ninja, so we cannot keep our eyes fixed solely on Konoha. I have decided to immediately allocate funds to build Ninja Academies in the former capital and another major city, allowing talented children there
