This was, in essence, a tactful way of saying surrender.
A Divine Position was much like a worldly imperial or royal title. It could be bestowed through coronation and relinquished through abdication.
Raising a divine throne was the "final ceremony" of the Path to Godhood.
Naturally, there were also ways to strip away a godhead and divine office, reducing the being to a "demon god."
Roy had encountered similar things before.

Fatis had yet to establish a divine kingdom and become a true god, but he had been born from heaven and earth, a naturally nurtured Innate Deity.
His godhead, divine office, and divinity all possessed tremendous potential.
They were the most fundamental source essence of a world—the Mandate of Heaven within the Mandate of Heaven.
They were connected to the godhead. If Fatis were willing to offer them up, they would condense into a relatively complete godhead core.
It would be comparable to the godhead of a true god, and absolutely could not be compared to the fragments Roy had obtained in the past.
However, the next moment, Fatis continued.
"But I can give it to Your Excellency, and I can likewise give it to the mages.
If Your Excellency cannot provide the subsequent guarantees, I will not hand it over."
