As long as Angel wished it, he could use his God's-eye view to monitor everything happening in the Dream Wilderness.
Thus, if those witches standing atop the pyramid chose to hold their private little tea party in the Dream Wilderness, Angel could indeed obtain the information they discussed with ease.
At ordinary tea parties, men could still use Transfiguration to turn themselves into witches and sneak in to gather intelligence. People did this at every tea party; it was hardly unusual.
But a tea party of this level was originally an extremely small circle, where everyone knew one another. Even if you transformed into one of them, they could easily see through you from the details. There was simply no way to infiltrate it. Obtaining the information discussed by those witches would be far more difficult.
At this thought, Angel's mind began to stir.
Angel weighed the matter over and over in his heart. In the end, he raised his head and slowly nodded to Sanders. "Then let's do it this way."
Angel himself had always leaned toward openness. It was only that, regarding the pace and extent of that openness, he hoped to gradually expand from familiar small circles to the larger circle of the entire Wizarding World. Sanders, on the other hand, hoped to begin with the top-tier wizards and push the process downward, layer by layer.
In a sense, their ideas were still very similar. Both sought to move from small circles to larger ones; they simply chose somewhat different targets.
Angel was inclined toward openness after all, and he had previously considered the pros and cons of opening up the tea party himself, though not as thoroughly as Sanders had. The conclusion he had reached was that they could try opening it up at the tea
