"What is the Divine Statute Code?" Angel looked at Laplace in confusion.
After thinking for a moment, Laplace said, "You can understand it as a city's laws and regulations. Those living in Unfallen King City must abide by them."
As Laplace answered, the speaker on the main display platform happened to reach one of the statutes. "Tenth Statute: Activate the new version of the 'City Planning Law.' Over the next ten years, all urban districts will begin a new round of planning. Anyone who opposes, obstructs, or interferes with the planning will enter the sentencing process of the highest judiciary..."
What the speaker said was exceedingly long-winded, but in truth, one only needed to hear the first sentence: "Activate the City Planning Law." The lengthy speech that followed could be summed up as "illustrative examples."
After hearing the speaker's words and recalling what Laplace had just said about legal statutes, Angel more or less understood.
What Unfallen King City's speaker was proclaiming now were, in fact, the rules of Unfallen King City.
A family had its household rules; a nation had its laws. What the speaker described were the rules and decrees unique to Unfallen King City.
But then again, shouldn't these laws and statutes be announced internally? Why had the people of Unfallen King City come to Crystal City's gathering to proclaim them publicly?
Angel could not quite understand. Was this external propaganda conducted through internal laws?
Angel voiced his doubt. After hearing him out, Laplace nodded lightly. "Unfallen King City's public proclamation of its statutes does indeed partly serve as external propaganda. Like the eighth and ninth statutes before this, both were meant for external promotion, in an attempt to poach people from every race."
