After all, judging by the Sun and Moon Wizards' earlier hints, the two of them seemed to have guessed that Luigi was deliberately holding back their progress.
If he let only Camilo through this time, he would all but confirm their suspicions. It would be too obvious, too clumsy.
So, after discussing it with Angel, he decided to award them 9% progress.
He hadn't picked that number at random. Luigi had calculated it carefully.
It was just enough for both Camilo and Ms. Moon to meet the threshold and unlock their identities, while stopping Mr. Sun precisely short.
He had two reasons for doing this:
The first was the inscription authorization.
Once Camilo and Ms. Moon had Legal Identities, Angel could grant them permission to use the inscriptions and meet their research needs.
The second was to keep the Sun and Moon Wizards "in check."
Luigi had initially held back their progress because he feared that, as legendary beings, they might cause unforeseen trouble after entering the Dream Crystal Plain. He wanted to delay them a while longer and observe them... Either he would block them completely, or he would wait until he had finished the instance and enter the Dream Crystal Plain with them, making them easier to supervise.
But Angel's example of Ms. Gosha had opened his eyes.
