When Angel came out of the Borderlands Exhibition Hall, he had an oval badge in his hand.
The badge represented Dream Registry Permission.
More precisely, it was Dream Registry Permission made tangible.
Once Angel had the badge, he understood how to use it. Holding it would open a selection screen, where he could see the silhouettes of every Dream Guest he had ever brought in.
He could select a Dream Guest and confirm his choice to change their status from visitor to official Dream Registry holder.
But Angel also noticed a detail the description of Dream Registry Permission had not mentioned: beneath each Dream Guest's silhouette was a note indicating whether they were in Dawn's Dream.
If a Dream Guest was outside Dawn's Dream, he could not select them.
In other words, if Moon Dew returned to her Witch's Cottage, Angel would be unable to give her a Legal Identity even with Dream Registry Permission. He would have to wait until she came back to Dawn's Dream.
Fortunately, the badge was the tangible form of a one-use permission, and it had no time limit.
As long as Dawn's Dream existed, he could use the badge whenever and wherever he wished.
Angel had initially meant to use the badge as soon as he exchanged for it. But when he checked on Moon Dew through his omniscient view, he saw her eyelids twitch slightly. She had evidently entered REM sleep.
