Only after he had moved far away from the Cruel Scholar in reality and completely escaped the danger would that official status be activated.

Back to the matter at hand.
Since he could not leave the Interrogation Labyrinth, Angel used another method to let him see the Prussians.
He used illusion to simulate, in real time, the place where the Prussians currently lived—the Fool's Academy City.
Then, he would let the Decayer enter this illusion and witness the Prussians' current circumstances through this kind of "third-class contact."
