Angel's expression turned a little strange at Moon Dew's question. He nodded.
"Now that you mention it, a Challenger did encounter a Flower Moon Fairy, but..."
"But what?" Moon Dew asked.
Angel paused, as if considering how to put it. After a long moment, he said, "She certainly looks like a Flower Moon Fairy, but she doesn't seem to know anything about Dawn's Dream. And she wasn't invited out of a Large Dream Bubble. She was brought out of a Medium Dream Bubble."

Moon Dew was puzzled too.
Normally, Flower Moon Fairies were conscious when they entered dreams, since they were extraordinary beings. Otherwise, how could they tell Moon Dew stories? And if they were conscious, they would surely appear in Large Dream Bubbles.
Yet this one hadn't. The Flower Moon Fairy who had emerged didn't even know the basics?
"Do you want to see her? She's nearby."
Moon Dew nodded without hesitation. "Yes!"
She wanted to know whether this really was one of the fairy sisters. If so, which one?

It started with the Challenger. The first person to encounter the Flower Moon Fairy wasn't one of the "extraordinary beings" Angel had invited. It was Priest Sion.
Angel hadn't notified Priest Sion when he was gathering people. With Priest Sion's current abilities, a Large Dream Bubble would be beyond him.
A Large Dream Bubble containing a Flower Moon Fairy could be cleared simply by bringing her out, without completing its challenge. But what if Priest Sion happened upon one containing someone like Rat Boy? He would never withstand Rat Boy's attacks.
