Those who failed to regain their freedom became White Zetsu. Therefore, it was difficult to say whether White Zetsu had once been controlled by Infinite Tsukuyomi, or whether they had actually remained under its control the entire time, even until now.

The logic was simple. If White Zetsu were creatures that could easily be controlled by genjutsu, then the Kaguya resurrection plan could be exposed at any time. That was something Kaguya and Black Zetsu would never allow.

One type blocked or deprived the five senses. This kind of genjutsu didn't involve mental control, so the White Zetsu body might not be immune to it.

The other was Kotoamatsukami.

Kotoamatsukami was a rather sinister technique. Although it was also a mind-control ninjutsu, its control took place silently and imperceptibly. It was difficult to say whether its effects could influence Infinite Tsukuyomi.
