Rather than end up like a general at the Battle of Kunyang at the worst possible moment, Andrew finally persuaded Dumbledore to put off building anything on the surface until the Protective Magic was complete. An Underground Exploration Camp would be a better start.
More importantly, given how much easier Spellcasting was up here, Andrew suspected Magical Meteorites might form. Magical Creatures had long been drawn to places where Wizards gathered. If a Magical Meteorite came crashing down, who could withstand it?
Compared with a surface campus, hollowing out and magically reinforcing a Dungeon would help Hogwarts grow its Mushrooms and make it easier to create light sources. It would be both safer and more convenient.
