Rather than summoning Shenron somewhere at random on Earth to make a wish, they had come to Kami's Lookout to find Kami Piccolo and Popo.
The reason was that they could use Kami's connection to ask Shenron a few simple questions.
Otherwise, one question would mean one wish, and Talot had no intention of wasting them on that.
As for news of Kakarot, Talot had not told them yet. He planned to tell Gine after making the wish.
They had waited this long already. A little while longer would make no difference.
The seven Dragon Balls were arranged in order and placed at the center of the plaza before the temple.

As Popo recited the incantation to summon Shenron, the resonance emitted by the seven Dragon Balls grew increasingly intense.
Golden light bloomed from within each Dragon Ball and flickered without end.
