History
Oboro, Dom, and Dorans entered Noddis Kingdom under false identities and purchased a secluded manor. There, Oboro trained the other two in martial arts and refined their combat styles. Dorans received a Demon Tribe bloodline card and an Experience Card, forcing him to adopt a disguise because the World Government already knew Oboro could empower and alter people. After the attention surrounding the God Slayer faded, Oboro formally established the Hell Pirates and prepared to sail again 391 392.
The crew immediately made its name in the North Blue by invading Fish Head Island, confronting Doflamingo through a Den Den Mushi, looting royal resources, and destroying pursuing fleets. It later sold weapons to Skann Kingdom, entered its war against Ice Island, and helped bring about Ice Island's destruction. The Hell Pirates subsequently extracted wealth, industrial resources, and political influence from nations that sought their military aid 393 394 397 402 412.
Their rapid expansion depended on intimidation, plunder, and recruitment. Pirate crews that surrendered could be stripped of their assets and absorbed; those who resisted were often killed. Oboro enhanced many recruits with low-tier Demon Tribe bloodlines, but regarded most of them as temporary manpower rather than genuine companions 412 413 424.
The Hell Pirates clashed with the Donquixote Family in the North Blue. Public reports claimed their ship had been destroyed and that only some members escaped, but Doflamingo privately made a deal with Oboro after being severely injured. The crew later cooperated with Germa in secret and annihilated a Navy force on Seabird Island 411 424.
At Twin Cape, the Hell Pirates used their attempted entry into the Grand Line as a diversion. While their larger force fought the Marines, Oboro and selected subordinates flew toward the East Blue to attack the Celestial Dragons. Purpose
The crew was not formed to seek the One Piece or become Pirate King. Its original stated purpose was to drag the Celestial Dragons into hell 392.
Oboro later presented a broader vision: pirates were meant to connect the world and help its peoples survive a coming calamity, rather than merely burn, kill, and plunder. Most members did not embrace becoming saviors and remained motivated by power, violence, or personal gain 538.
