In late April, a series of bombings struck Central City, followed by attacks on senior officials of the Government Affairs Hall and government councilors.

The perpetrators called themselves the Deep Sea Avengers and claimed to be part of the International United Resistance Front.

With Third Limit Fighters suspected of involvement in several of the incidents, the Government Affairs Hall immediately took them seriously. It ordered the Handling Bureau, City Patrol, and other departments to launch a sweeping search and investigation.

Just as Mr. Chi had predicted, once the Resistance Organization appeared, the city's security forces would have no chance to relax until it was eliminated. Covert agencies such as Great Shun's General Affairs Bureau would inevitably have some of their attention drawn away, making his side's operation easier.
