For most outsiders arriving in the Ninth Layer of Baator for the first time, their first reaction was often bewilderment and confusion.

Some were pulled by all kinds of animals, some were vehicles or mechanical constructs powered by magic, but the most numerous were mechanical vehicles fueled by burning Phyrexian Oil, along with rail-based public transit systems supported by a vast electrical grid.

Beyond that, the skies were filled with magical ships, aircraft, and creatures of every size capable of flight, while beneath the ground lay a tangled subway network like a spiderweb.

Because the roads were so wide, relying on traffic lights and similar signs to let pedestrians cross was obviously impractical.

Any attempt to cross the road directly would cause terrifying traffic jams.

So vast numbers of overpasses and underground passages became the only option.

And places with such horrifying foot traffic naturally attracted merchants.

Thus, all sorts of strange shops naturally lined both sides of the passages and bridges.

Combined with the public portals scattered across hundreds of major hubs throughout the city, as well as licensed private portals, the entire massive Cyberpunk City became extraordinarily three-dimensional and complex.

Though under the Nine Hells' powerful lawful tendency, everything appeared orderly. Even airborne units moved along designated altitudes and routes, with none of the chaos of flying around wherever they pleased.
