The Bottas Sector was an administrative region located at the very edge of the Imperium of Man's territory. It consisted of roughly five hundred star systems, fewer than a hundred of which contained inhabited planets with populations exceeding one billion.
It had been established only a short time ago, less than fifteen hundred years in total. During the ten-thousand-year Dark Age of Technology, it was one of the few new colonies through which the Imperium of Man had successfully expanded outward and gained a foothold.
When it was first established, the Imperium had intended to turn the place into nothing more than a massive mining region and processing center for basic industrial goods, so it had not relocated much of a population there.
However, after several centuries of natural reproduction, the region's population had gradually swelled to a rather astonishing scale. It had reached the point where food and other daily necessities needed to be transferred in from elsewhere to maintain social stability.
Yet transporting ordinary materials across extreme distances through the Warp was clearly not cost-effective, so developing local agriculture and light industry was naturally placed on the agenda.
In the end, with the approval of the Terra Council, the sector swiftly received quotas for more than a hundred planetary governors.
Of course, quotas alone were not enough.
Starting from scratch on an uninhabited planet with no infrastructure whatsoever, opening up the land and establishing an industrial system, was vastly more difficult than ordinary people could imagine.
Leaving aside everything else, merely dealing with the planet's harsh environment and the backlash of its native lifeforms was enough to make one suffer. Not to mention the threats from Orcs, Tyranids, Eldar, Necrons, and Chaos forces from outer space.
