Jiraiya took a drink and voiced his opposition. In the original story, perhaps out of guilt, he had taught the three little ones for several years but had not brought them back to Konoha.

Orochimaru unhurriedly voiced his opinion as well.
"You decide."
Tsunade looked at Kawafune. Though she felt this was inappropriate, she still chose to support his final decision.
"Don't worry. They're only three children; they can't stir up much trouble."
Of course, Kawafune would not say that Nagato possessed the Rinnegan. Otherwise, Orochimaru might decide to get rid of Nagato.
His potential was too great, and he also bore a blood feud. He posed far too much of a hidden threat to Konoha.
Kawafune would not leave such a danger behind.
