Background

Tsunade first presents a proposal to place Medical Ninja in every task force at a jōnin meeting. Though the vote is postponed, she remains determined to establish a stronger medical system for Konoha. Her first meeting with Hatake Kawafune begins a close personal and political partnership after he publicly supports her proposal. 1

She works with Kawafune to establish a hospital that can treat villagers and train Medical Ninja. She secures land from Sarutobi Hiruzen, negotiates with Konoha’s construction company, and brings Utatane Koharu in as the hospital’s figurehead vice-director. 12 17 22 30
